چکیده

Problem solving is one of the key components of CAPS. In Chicago, police and thousands of neighborhood residents have been trained to respond to local problems using a fivestep process. It involves identifying and prioritizing problems; analyzing them following the “crime triangle”; designing strategies to deal with the chronic character of priority problems; implementing the plan; and evaluating their effectiveness. The department’s information technology can be a help at several stages of the problem-solving process, and city services can be mobilized to deal with a broad range of environmental conditions.
